Yes. Every Galaxy Note since the Note 8 supports USB-C to HDMI output and Samsung DeX.
The Note 8 needs the DeX Station for DeX mode but mirrors over a plain cable. From the Note 9 onward a plain USB-C to HDMI cable does everything.
